摘要
食品安全问题具有突发性、紧急性、破坏性、不确定性,符合公共危机的基本特征。文章以危机管理的4R模式分析食品安全公共危机,首先厘清危机及公共危机的内涵与特征,其次分析食品安全公共危机的原因,最后从危机管理4R模式的缩减、预备、响应、恢复四阶段提出合理化建议。
Food safety issues have many characteristics such as burstiness,emergency,destructiveness,uncertainty which are all conistent with the basic characteristics of public crisis. This article analyzes the food safety public crisis based on 4R pattern. First it is to clarify the connotation and characteristics of crisis and public crisis,then to do analysis for the reason of food safety public crisis. At the end of the article,the thesis makes some suggestions in four parts which are reduction,preparation,response,recovery for food safety public crisis with concept of 4R mode for the crisis management.
