摘要
结合空间利用的效率观、质量观和融合观等相关理论,在科学界定生产空间、生活空间、生态空间涵义的基础上,根据五峰县的具体情况,基于NPP的生态空间评估模型构建了"三生"空间区划的指标体系,运用地理信息系统、遥感和数理统计等现代技术方法,定量划定"三生"的空间范围。通过实地调研,结合各乡镇的发展规划体系,以村为单位对定量区划方案进行修正,最终形成了五峰县"三生"空间的划分方案。由于空间的稀缺性和五峰县"三生"空间发展面临的系列难题,加之国家对限制开发区"三生"空间优化的明确导向,拟构建合理的"三生"空间法律保障体系,健全生态考核机制;明确生态补偿规则,搭建生态补偿政策平台;同时以耕地红线、城乡规划线、生态红线为约束,旨在建设五峰县集约高效的生产空间、宜居适度的生活空间、山清水秀的生态空间,从而实现其生产、生活和生态空间的最优发展。
It is a matter of concern how the restricted zones promote their development through the coordination between the spaces of production, living and ecology with the joint development and construction of the major function oriented zone and the ecological civilization. Based on the efficiency thought, quality idea and the concept of integration, we conceptualize the production space, living space and ecological space. In this paper, based on modern scientific methods,such as GIS, RS and mathematical statistics, we establish the index system in the context of the specific situation of Wufeng County, to demarcate three spaces by using the NPP model. After field observation, studying from the local documents and revising according to the regionalization scheme on the scale of village, the plan of demarcation for three spaces finally comes into being. Wufeng County, however, is confronted with a challenge and a contradiction between the development demand for the place and its scarcity of land resources, and the new national orientation for spatial optimization in restricted zones from the standpoint of three spaces. So, the paper intends to construct a guarantee system,to improve assessment mechanism for ecological construction, to explicit rules of and set up the policy platform for ecological compensation, in order to achieve the goal of optimal development between three spaces. Furthermore, under the control of three＂red-lines＂, which are the cultivated land, urban-rural planning and ecology, the bright future of the production space with intensive and efficient use, the living space with being livable and amenity and the ecological space with green mountains and clear waters will come true.
