摘要
乌克兰危机是冷战结束以来最为深刻的危机。一方面,这是乌克兰民族和国家建构过程中的危机,表现为"一元主义"和"多元主义"的角力;另一方面,又是国内矛盾国际化、反映在欧洲的深层次危机,其背后是建立"大欧洲"还是"泛欧洲"思想的深刻分歧。引发危机的根本原因可以追溯到冷战的非对称性终结。走出这场危机,需要各方共同努力。欧盟错误地反对各种形式的欧亚一体化,而没有认识到,在欧洲与欧亚的交界地区,欧盟的规范与制度扩展已达极限,不能再向前推进。俄罗斯也需要自我调整,欧盟东扩以及导弹防御系统,不应成为双方冲突的因素。最重要的是,莫斯科要鼓起勇气去体恤乌克兰。只有当俄乌关系"正常化"时,乌克兰危机才有望解决。此外,需要重建的还不仅是经济,更重要的是乌克兰国内各团体之间,以及相关国家之间的彼此信任。
The Ukraine crisis is the most profound crisis since the end of the Cold War. This implies, on the one hand, this is a crisis during national construction of Ukraine, specifically as wrestling between Monism and Pluralism. On the other hand, it is also a crisis in Europe reflecting internationalization of domestic contradictions. Behind this are big differences between "Wider Europe" and "Greater Europe". The root causes can be traced to the asymmetric end of the Cold War. Concerted efforts are needed to jump out of this crisis. The EU, mistakenly, opposes all forms of Eurasian integration, without realizing that its' norms and institutional expansion can't be promoted anymore at the intersection of Euasia. Russia also needs to adjust itself. The EU enlargement and the missile defense system should not become factors leading to their contradictions. Above all, Moscow needs to show the courage of compassion towards Ukraine. Only when Russia-Ukraine relationship becomes normalized, can the Ukraine crisis be solved. In addition, it is necessary not only to reconstruct economy, but also to rebuild mutual trust among domestic groups of Ukraine and among countries concerned.
