摘要
在全面深化改革的新时期,政社关系与政府职能转移是改革的重要议题之一。政社关系对社会组织承接政府转移职能产生了怎样的影响?回答这个问题,会为政社关系改革提供理论基础。本文以A市和B省的科技社团的调查数据,分析政府与科技社团间的权力关系对科技社团承接政府转移职能的影响。结果表明:科技社团拥有政府批准的编制、发起者、现职党政群团领导兼职显著地与政府拨款和承接转移职能项目数成正相关关系。就政策建议而言,政府和科技社团在人事、财务、领导兼职等方面的全面脱钩及二者间的职能划分是改革的当务之急。
Rationalizing the relationship between government and NGOs is the key of the development of devolving reasonability and functions from government to other sectors in the new era of comprehensively deepening reform. How does the relationship between government and NGOs affect its undertaking of reasonability and functions from government in nowadays？ The answer to this question will offer theoretical foundation for the further reformation of the relationship between government and NGOs. Based on data collected from A and B provinces, this article analyzed the effect of power relation between government and NGOs on the devolving of reasonability and func- tions from government to scientific NGOs. The result reveals that there is a definite positive correlation between the government - NGOs power relationship and the number of items undertaken from government. Therefore, as to policy implications, the complete separation of personnel, finance and the concurrent post of personnel from party and government become paramount for comprehensively deepening reform. Classifying functions between government and scientific NGOs on the basis of differentiation of the attributes of scientific affairs is the precondition for the two parts to coordinate with each other. The institutionalization of power list and service outsourcing will contribute to collaborative governance between government and scientific NGOs.
