摘要
远程教育公共服务体系是我国现代远程教育试点过程中开创的第三方运营服务模式。本文通过对我国网络教育、公共服务体系以及慕课(MOOC)的服务模式与运营模式的对比,辨析了教育互联网和互联网教育的内涵。本文提出公共服务体系应具备的三个核心价值,分析了其当前及未来发展中存在的制约因素和面临的挑战,提出公共服务体系要定位互联网教育服务并坚持模式创新与技术创新。
The Public Service System is a third-party service provision model used for China's modern distance education pilot projects. This article makes a comparative analysis of online education, the public service system and the service and business model of MOOCs, defining the connotations of online versions of traditional education and Internet- based education. The article argues that the Public Service System needs to have three core values, analyzes constraints and challenges, and proposes that the Public Service System should be an Internet- based education service provider and be innovative in terms of business model and technological use.
