摘要
虽然欧债危机已渐趋平复,但是意大利公共债务问题的走向仍是影响该国经济前景的重要因素,也关乎着欧洲经济和欧洲一体化的未来。本文旨在对意大利公共债务问题进行较为系统深入的分析,包括其历史演变、特点及解决前景等。分析表明,意大利的公共债务问题是长期累积而成,需要用历史的眼光看待和理解。该国公共财政问题的突出特点可归结为两个悖论,即公共支出膨胀与经济增长乏力长期并存,"庞大政府"与"弱政府"长期并存。这也是其公共债务问题久拖不决的关键所在。当前及未来一段时期,意大利解决公共债务问题的核心难题在于进一步压低财政赤字与实现可持续的经济增长,破解难题的关键在于推进一系列重要的结构性改革,而"强化"政府与适度的外部压力又是推进改革的必要政治前提。
Although the European debt crisis has gradually calmed down,Italy's public debt issue remains one of the important factors affecting the country's economic prospects and the future of the European economy and European integration.This paper aims at making an in-depth analysis of the issue of Italy's public debt,particularly its historical evolution,features and prospects.The analysis shows that Italy's public debt is a long-term problem which needs to be understood with a historical perspective.The prominent features of Italy's public finance could be attributed to two paradoxes,namely the coexistence of the expansion of public expenditure and weak economic growth and that of a 'big government' and 'weak government',which are also the key to explaining the protracted public debt problem.At present and in the near future,the core for Italy to solve its public debt problem lies in further cutting the budget deficit and achieving sustainable economic growth,which depends mainly on promoting structural reforms,for which a 'strengthened' government and moderate external pressures are the necessary political prerequisites.
