摘要
反恐怖行动要求精准的情报,但涉恐情报资源很难获取,多数情况下仅有的一些信息片段又很难做系统分析。之所以在反恐行动中难以运用大数据分析系统,是因为基于犯罪侦查形式的反恐措施囿于信息量不足,反恐战争的冲突解决策略困于垃圾信息和无用信息四处泛滥,而国际合作中处于保密和主权的考量使得情报交换共享并不充分等。鉴于此,反恐行动情报分析系统大数据障碍的克服可以从反恐体系、反恐策略、数据共享和国际合作等4条途径入手,改进大数据的撷取和处理环节,提高大数据的回报率。
Anti-terrorist actions require precise information, but terrorism-related intelligence resources are very difficult to obtain, and the limited information in the form of fragments makes it difficult to conduct system analysis. The main reasons of the hindrance in counter -terrorism operations to use big data analysis system are found as the following： counter-terrorism measures in the form of crime investiga- tion are constrained by insufficient information; the conflict solving strategies of anti-terrorist war are trapped in the garbage and useless in- formation overflowing everywhere; and the exchange of information sharing in international intelligence cooperation fails to reach an ideal level due to the security and sovereignty considerations, etc.. To tackle the obstacles in counter-terrorism operations to use big data analysis system, four useful ways of anti-terrorism system, counter-terrorism strategy, data-sharing and international cooperation are pro- posed, thus both the acquiring and processing and the rate of return of big data can be improved greatly.
