摘要
家庭农场是在家庭联产承包经营体制基础之上的一次创新,是我国在新的时代背景下对农业经营体制和经营方式的一次重大改革。尽管存在各种缺陷和不足,但相比单个农户来说,家庭农场仍然具有规模优势,能够更好地适应市场竞争,因此能够为农业稳定、农村发展和农民增收带来正效应。舞钢市家庭农场的实践说明,家庭农场对于解决我国三农问题,推动乡村转型可能起到关键的作用。但是在土地流转费用、农业补贴归属等问题上,农场主与流出土地农户也时而产生分歧和矛盾。过高的交易费用极大制约着家庭农场的健康发展,而这些问题需要通过各地乡村持续的探索和实践逐步加以解决。各级政府要适时出台激励和保障政策,引导农场主向种植粮食作物方向发展,从资金、技术、设备等方面予以大力支持,同时逐渐完善土地流转等相关法律政策,加大对流出土地农户的权益保护,实现家庭农场对现代农业的助力推动,为农村经济和社会转型提供新的契机。
Family farm is an innovation of system on the basis of the household contract responsibility system. It is an important reform of agricultural management system and operation in the new era. Despite of various de- fects, family farms still have a clear advantage in terms of scale and are able to adapt to market competition more easily, compared to the individual farmer. So family farms can bring positive effects on agricultural stability, ru- ral development and farmers＇ income. The practice of family farms in Wugang city reveals that family farms could play an important role in issues concerning agriculture, countryside and farmers and agricultural transformation. But, the ranchers and the farmers of land transfer still have differences and contradictions in terms of land trans- fer fees and agricultural subsidies belongings. High transaction costs greatly restricts the healthy development of family farms. These problems could be solved step by step through continuous exploration and practice. Govern- ments at all levels should take measures to guide farmers to grow food crops. Governments still should give e- nough support to farmers in terms of capital, technology and equipment. In addition, they still should improve the relevant laws and regulations concerning land transfer and protect the rights of farmers of land transfer. Thus, family farms could promote modern agricultural development, which could provide new opportunities for rural e- conomic and social transformation.
