摘要
参与海外EPC项目设计需要制定技术先进、经济合理并具有很强竞争力的方案,应针对设计过程中遇到的技术、管理差异采取有效的针对性对策,加强与施工、采购的密切配合,提高产品质量、保证工程进度,为总包商、业主提供更加全面、优质的服务。海外EPC项目设计顺利开展,对整个EPC工程进展起着决定性的作用。文章以委内瑞拉铁路项目为例,针对海外EPC项目设计过程中主要环节,进行差异分析,探讨对策以确保海外EPC项目设计顺利开展。海外项目可能面临诸多不确定因素的影响,如政治、经济、文化差异、语言沟通等给予充分考虑,应制定切实可行的实施方案,将项目承担风险降到最低。
The overseas EPC projects design requires making technically advanced, economically reasonable and compet-itive scheme, adopting effective and targeted countermeasures, strengthening the close coordination with construction and procurement, increasing products quality, ensuring project schedule, more entirely and better serving the contractor and owner. The fluent implementation of overseas EPC projects design is very crucial for the progress of entire EPC project. Taking Venezuela railway as an example, aiming at the main procedures of overseas EPC projects design process, differ-ences are analyzed, countermeasures ensuring the fluent implementation of overseas EPC projects are discussed in the paper . The feasible and implementation scheme should be made to minimize the project risks by taking full consideration of possible influences of many uncertain factors such as politics, economy, culture difference and language, etc.
