摘要
新型农村社区建设是新型城镇化建设背景下的一种建设模式尝试,它的建设是传统农区走向现代化的一个切入点。近年来,新型农村社区建设初见成效。笔者运用实地调研方法对河南省孟州市的三个新型农村社区进行分析,发现产权不确定、规划管理不科学等引起了拆迁整治以及社区管理的诸多问题。分析认为应通过宅基地确权、推进户籍制度改革以及加强产业支撑的方法,推进新型农村社区可持续发展。
Under the background of the new urbanization,the construction of new rural communities is a very important try.h is an entry point,which helps the traditional agricultural areas turn to the modern. After several years of construction, the new rural communities seem to have turned into actual buildings located in various suburbs and villages. In this arcitle, author used the method of field research into three new rural communities in Henan Mengzhou. And then the author analy-sised to them carefully, found that the uncertainty on the property right, no scientific planning and management caused a lot of unsustainable problems which hinder the demolition and renovation and communities＂ late management.The author advocates the countermeasures such as determine the right of homestead in rural areas, promotion the reform of the household registration system, and strengthen industry support.Only in these way, can we solve these problems well.
