摘要
以京津冀区域为代表的雾霾污染加剧,重新唤醒了公民和社会的生态意识。相对于自适应能力较弱的市场和企业以及自组织能力较差的社会组织而言,掌握国家公共权力的政府顺利成章地承担起区域生态治理的重任。京津冀区域政府如何突破生态治理的认知局限,从区域政府协作的角度寻求和构建区域生态治理体系,提升政府生态治理能力和效率是研究的重要内容。
Persistent fog and haze in Beijing-Tianjin-Hebei Region re-awaken the eco-consciousness of our citizens and the government. Adaptive capacity is weak relative to the market and enterprises as well as self-organizing ability is poor in terms of social organization, government which control of national public authority assumes responsibility of regional ecological governance. The governments of Beijing-Tianjin-Hebei how to break the cognitive limitations of ecological governance from the perspective of the regional government to seek collaboration and build regional ecological management system improve the caoacitv and efficiency of governmental ecological governance is an important part of the study.
