摘要
以科技管理体制创新和改革工作为平台,研究了现实科技管理体制中存在的典型性问题,提出了转变科技管理工作的观念,建立和完善科技成果转化机制,建立和健全科技人才的评价机制等方法,希望对构建科技管理新体制有所启发。
This paper with innovation of science and technology management system and reform as a platform of typical problems existing in the reality of the system for managing science and technology,proposed the concept of transformation of scientific and technological management,establish and improve the scientific and technological achievement conversion mechanism,establish and improve the evaluation mechanism of the technical personnel etc. ,in the hope that some inspiration for the construction of a new system in the management of science and technology.
