摘要
"211工程"和"985工程"两项工程自上世纪90年代初推行以来,加快了我国高等教育特别是优质高等教育发展的步伐,取得了有目共睹的成就。但随着时代的发展,我国高等教育面临新的挑战和需求,迫切要求转变发展方式。增强办学自主权、提高质量、凝练特色、突出优势成为我国高等教育发展的主线。但这与"211工程"和"985工程"的资助方式存在固有矛盾。在解析"211工程"和"985工程"资助模式并分析其存在问题的基础上,提出转变我国高等教育政府资助方式的可行路径,并正面回应"985工程"和"211工程"的存废问题。
Since the“211”and“985”projects have been implemented in the early 1990s,they have speeded up the development of higher education,especially the high-quality higher education,and has achieved an obvious achievement in China. But with the development of China,China’s higher education is facing the new challenges and requirements;the mode of development must be transformed urgently to enlarge the university’s autonomy and improve the quality and school in characteristics and advantages,which have become the main line of the development of China’s higher education for the time being. But there are inherent contradictions between the funding ways of“211”and“985”project and the new development mode. Based on the analysis of the funding mode of“211”and“985”project and searching the problems a feasible path of transformation the mode of funding for higher education of our country was put forward,and a clear response to the abolition of“985”,“211”project is given at last.
