摘要
上海市在长宁、嘉定两区试点由公租房公司"代理经租"居民存量房用于公租房的运营模式。该模式虽然优势明显,但也存在诸多争议。以上海长宁、嘉定两区的公租房试点为观察点,阐述了该模式提出的背景和必要性,分析了该模式的优势和劣势,并提出要在当前社会背景下推动该模式良性发展,政府应该在厘清公租房的公共物品属性、诠释公租房的供应战略的基础上,做好服务宣传工作以提高公众对该模式的认知度,给予充分的政策支持以发挥公租房公司的运管优势,鼓励将社会存量"小产权房"转入公租房运营以及确定合理的公租房租金定价以确保多赢等。
Shanghai has started the pilot projectsin Changning and Jiading districts, which leased some residents’ stock housings as public rental housing. This new model has obvious advantages as well as some controversies. Taking the pilot projects of these two districts as a watch point, this article has elaborated the background and necessity of this new operation mode, and analyzed the advantages and disadvantages of this new operation mode. On the basis of clarifying the public goods property and supply strategy of public rental housing, the government should do service announcements for this new operation mode better to enhance public’s awareness, give enough policy support to promote public rental company having full play of its advantages, encourage and guide the social stock of "small property room" to be used as public rental housing and determine a reasonable rental price to ensure win-win and so on. These suggestions were put forward in the paper to promote this new operation mode’s benign development.
