摘要
本文首先梳理了我国公共政策领域中与公民参与相关的内容及行政决策程序中的相关规定,评估公民参与的制度绩效;接着着眼于当前大力推广的重大决策社会稳定风险评估制度,强调这一制度本身正是政府努力推进决策透明与公开,促进公众参与公共决策的一种重要制度安排。当前需要针对不同的政策类型,使程度不一的公众参与内容和方式嵌入进去,将参与式决策体系真正融入到政府的公共政策过程中。
The ways of citizen participation including public investigation, hearings etc. continue to improve, in current Chinese country in terms of urban and rural planning, environmental assessment and public services, which shows that the government public decision - making process is opening to the public more and more, and it is the mainstream of government public policy development to promote the scientific and democratization of public decision - making. This paper first clearly summarizes the procedures and rules of citizen participation in ad- ministrative decision - making of the field of public policy in our country, to evaluate the performances of the citizen participation system; and then focuses on social stability risk assessment system in the major decision - making, and emphasizes that the system itself is the governmentg efforts of promoting the decision transparency and openness, and it is an important system arrangement to promote public participation in public decision mak- ing. It is needed to involve participatory decision - making into public policy process, working with different policy types and the contents and methods in public participation.
