摘要
农户满意是推行农作物病虫害统防统治服务并使其长期进行下去的重要条件。本文基于委托-代理(Principal-Agent)理论实证分析了农户对农作物病虫害统防统治服务满意度评价机制。研究结果表明,农户采纳农作物病虫害统防统治服务后,农作物的亩产量和病虫害防治成本变化是影响农户满意度的显著变量;农户的种植规模越大,其对病虫害统防统治服务满意度的评价越低;农户放弃病虫害自防自治而采纳病虫害统防统治服务的转换成本对农户满意度的影响在经济发展水平不同的村庄存在明显差异。在上述分析基础上,本文提出强化对植保部门的财政投入,不断提升病虫害防治效果,要根据经济发展水平实施差异化补贴等政策建议。
Farmers＇ satisfaction is an important prerequisite for carrying on Regional Pest Control program for a long time. Based on Principal-Agent theory, this paper conducted an empirical analysis of farmers＇ satisfaction evaluation on Regional Pest Control program. The results show that the changes of yields and pest control costs have apparent relationship with farmers＇ satisfaction with Regional Pest Control program; Farmers＇ satisfaction with Regional Pest Control program will decrease with growing planting scale. The effect of the switching cost for farmers＇ adopting Regional Pest Control program on farmers＇ satisfaction the program among different villages is different. Based on the above analysis ,this paper suggests that it is necessary to strengthen fiscal support for Regional Pest Control program in agriculture. It is recommended that the fiscal subsidies for Regional Pest Control program should be implemented according to the regional economic development level.
