摘要
入境游是旅游强国建设的重要指标,是旅游产业竞争力的重要体现。自进入21世纪以来,日本政府越来越深刻地认识到,推行观光立国战略,大力促进入境游的发展,对于人口总数逐渐下降、国内市场日渐萎缩的日本经济发展来说意义尤其重大。积极吸引海外游客到日本各地旅游,就成为摆在日本各级政府面前的重要课题。日本将旅游产业作为立国之柱,官民一体通力合作,举全国之力推进入境游的发展。2013年终于实现了本世纪初日本政府设立的努力目标,入境海外人数突破1 000万人,2014年入境游人数又出现大幅增长,海外游客在日本消费总额连年大幅攀升,旅游观光竞争力明显增强。
Inbound tourism is an important indicator for a Great Tourism Power, and it's also a convincing reflection of tourism competitiveness. Since the 21 st century, the Japanese government has more and more realized that it's significant to carry out the Tourism - based Country Strategy which aims to promote Japan "s inbound tourism, especially for a shrinking market in Japan. Therefore, how to attract overseas tourists to travel all over Japan has become an important task for Japanese governments at all levels. The Japanese government regards tourism as a pillar industry, and the officials join forces of the nation to push its in- bound tourism forward. The Japanese government finally realized its goal in 2013, when the number of in- bound tourists was over 1 million. In 2014 the number raised again. The total consumption spent by over- seas tourists in Japan has kept greatly increasing, and Japanese tourism competitiveness has obviously strengthened. This present paper introduces the Measures taken by Japanese government on Inbound Tourism in detail, and sums up its developing experience. By doing these, it would provide theoretical and practical references for Chinese tourism and economy development.
