摘要
"两带一路"已明确为现阶段国家宏观发展战略,其核心在于推动国家全方位协同发展、共同富裕,而中西部地区应以什么样的交通战略来承接产业转移、实现梯度发展迫在眉睫。在识别我国不同地区经济发展阶段的基础上,从产业转型与转移的角度入手,通过理论研究发现追求利润最大化是产业转移与转型的根源,而实例表明运输成本是影响利润大小、生产要素流动性的关键因素之一。基于我国运输设施发展历程,铁路、水运较美国等发达国家发展严重滞后,从而产生的高运输成本已成为突出矛盾点,严重制约生产要素在国内流动,继而提出中西部地区应以大运量、低成本、高效率的货运设施建设为抓手,与高铁、机场等客运设施建设并重,共同引领产业在全国范围转型与升级,实现全面建成小康社会的目标。
"Two Belts and One Way" has been made clear to the national development strategy, its core is to promote the joint development and common prosperity, while it's imminent that the central and western regions should be based on what kind of traffic strategies to undertake industrial transfer, to achieve gradient development. On the basis of the different stages of economic development of different regions, to start with the perspective of industrial restructuring and the transfer, to find that the pursuit of profit maximization is the root cause of industrial transfer and transformation, while examples show that transport cost is one of the key factors that affect profit size, mobility of production. Based on the course of development of transport infrastructure, it can be found that railways, waterways are seriously lagging behind than the United States and other developed countries, high transport cost has become a prominent contradiction which seriously restricts the flow of factors of production in the country. Then, the paper proposes the Midwest should raise large-volume, low-cost, high-efficiency freight facilities as the starting point, and high-speed rail, airports and other passenger facilities both, leading industrial transformation and upgrading in the country to achieve a comprehensive goal of building a moderately prosperous society.
