摘要
政府购买社会服务,其初始目标是给予非营利组织一定的自主空间并与之达成契约化合作模式,然而,惯于对社会实行控制的政府并不愿放弃对社会服务事务的实际领导,因此,政府开展各种策略化的行动,将生长中的社会力量——非营利组织吸纳进入可控的行政轨道之中,在此基础上,政府实现了"控制"手段的柔性化和隐性化。在吸纳和控制双重逻辑的影响下,政府购买社会服务具备了契约化合作的形式,实质上却被赋予了行政化供给的本质。可以说,契约化合作在一定程度上沦为形式化的口号,与其平等协作的内在意涵相去甚远。
The primary goal of government purchasing social service is to provide non-governmental organizations with certain au- tonomy, and develop a cooperation mode in contract. However, the government used to control social conduct is unwilling to give up its leadership to social service. Thus, it takes various strategic actions to realize softening and invisiblizing its real "control", via taking those growing social power--NGOs into a controlled administrative system. Under the take-in-and-control logic, the social service purchased by government has a cooperated form with contract, but it is administrated in fact. To some degree, this contracted cooperation is just a slogan, which is far away from the meaning of equal cooperation.
