摘要
从创新能力动态发展演进的视角出发,以系统自组织理论为基础,归纳了区域创新系统发展评价的主要维度,建立了基于产出能力、系统协调性和创新外部有效性的成熟度综合评价体系。其中产出能力体现区域创新系统的发展状态;外部有效性体现创新系统的转化效率,协调性体现系统的动态发展能力,三者结合共同反映区域创新系统发展的阶段和成熟度,并在此基础上建立了区域创新系统的评价指标体系和不同维度下的评价方法,最后对评价体系的应用和结果分析进行了相应说明。
Taking the system self-organization theory as foundation,this article,from the perspective of the evolution of innovation ability＇s dynamic development,summarized the main dimensions of the evaluation of the regional innovation system＇s development,established the comprehensive maturity evaluation system based on output capacity,system coordination and external innovation effectiveness. The result showed that the output capacity manifests the development status of the regional innovation system; the external innovation effectiveness reflects the conversion efficiency of the innovation system and system coordination embodies system＇s dynamic development ability. The combination of the three dimensions reflects the development stage of the regional innovation system and its maturity. Then,based on the new model,evaluation index system of regional innovation system and comprehensive evaluation method of different dimensions are established,the application and result analysis of the evaluation system are described as well.
