摘要
与西方经验不同,近十多年来中国城市暴力的兴起并不是城市共同体失败的征兆,也不是简单的暴力犯罪的法律问题,而是特殊的城市治理机制的产物。在灰色治理中,城市空间实践塑造了大量的灰色地带,半正式行政主导了一线行政,使得权力实践双方保持了微妙的平衡关系。治理者与被治理者之间虽然是一种非对称性关系,但是,权力实践是有节制的、柔性的,被治理者也有自主性空间,他们之间的跨边界关系呈现出联盟、妥协、抵制、攻击等共存的混杂状态。灰色治理过程主要包括保护性协商机制和边界改变机制,在组织调控加强、媒介动员等情况下,治理者与被治理者之间的顺从模式可能无法支持,继而相互攻击主导了跨边界关系。在这种情况下,灰色治理再生产了城市暴力。
Unlike the west,the rise of urban violence in China in the past decade is neither the sign of the failure of urban commonwealth nor a simple legal issue of violent crimes. Rather,it is the product of a special urban governing mechanism. In gray governance,a large amount of gray zones are created in urban spatial practice.Semi- formal operation dominates front- line administration,in which case a delicate balance is kept between those in power and those who are affected by the power. Although the relationship between the administrator and the administrated is asymmetric,power execution is controlled and soft,leaving some space of autonomy for the administrated. Their cross-boundary interaction is a mixture of alliance,compromise,resistance,and attack. The process of gray governance includes protective negotiation mechanism and boundary change mechanism. Under the circumstances of enhanced organizational regulation and media mobilization,the submissive mode between the administrator and the administrated may be unable to sustain,and mutual attack may start to dominate cross-boundary interaction. In a situation like this,gray governance reproduces urban violence.
