摘要
随着经济发展和社会的进步,政府行政方式也发生着巨大的转变。服务型政府的建设成为普遍的共识,但实践中行政对效率的追求往往同民众意志相冲突,这一点正源于行政中遵循的价值中立。文章主要探讨了行政中价值中立的来源及其反思,认为效率原则下的价值中立在实践中出现了诸多问题。同时在对行政中价值中立问题的解决方面,希望可以对部分学者的方法进行完善。文章同时探讨了中国背景下如何看待价值中立和及其重要运用方面官僚制,认为在其作用远没有发挥出来的情况下,就照搬西方的做法,将价值中立与官僚制摈弃,不利于中国当前的行政发展。
The way to manage for our government changes with the development of the economy and society. Service-orient-ed government is the goal of China＇s administrative reform. But pursuit for efficiency still interrupts the will of common peo-ple. This is mainly because of value neutrality that the administrative management follows. Under the principle of efficiency,many problems occur. At the same time,the means are improved. It is not the right time to get rid of value neutrality in ouradministration.
