摘要
因能源严重依赖进口,能源供应安全一直是欧盟关注的一个重要战略问题。近年来,由于欧盟周边局势动荡,特别是俄罗斯与中亚独联体国家的关系复杂多变,欧盟能源供应安全面临严峻的挑战,能源供应多元化成为欧盟追求的一个战略目标。但欧盟目前的对外政策和行动与其能源供应安全的目标之间存在不匹配现象,欧盟须对其对外政策进行调整,特别是要使其对外政策的其他目标与能源供应多元化目标之间相互协调,并加强与其他能源进口大国之间的协作,同时调整其追随美国的外交政策与实践。
The security of energy supply has always been a key strategic concern for the EU due to its heavy reliance on imported energy.Recently,because of the turmoil in the EU's neighboring areas and especially the complex and unstable relations between Russia and the Central Asian countries,the EU is facing severe challenges in terms of energy supply security.In order to guarantee energy security,to diversify energy supplies has become one of the strategic objectives of the EU's energy policy.However,it can be found that some mismatches exist between the EU's external policies and actions and its objective to achieve the security of energy supply.This paper suggests that the EU should adjust its external polices so as to make them fit in with the objective of energy supply security,enhance its cooperation with other big energy importing countries and change its policies and practices following close at the heels of the USA.
