摘要
地方政府环境治理能力是指以地方政府为主导的各种公共的或私人机构在管理地区生态环境过程中所实际拥有的能力。目前,在推进新型城镇化的背景下,地方政府环境治理能力的提升还面临着理念、制度、机制等诸多困境,因此,提升地方政府环境治理能力,必须走生态化、可持续、以人为本的新型城镇化道路。
Local governments＇ environmental management ability refers to that various kinds of public and private institutions led by local governments have actual ability in the process of managing public affairs of area ecological environment.Currently,under the background of boosting new-type urbanization,improvement of local governments＇ environmental management ability still faces many difficulties such as ideas,systems,and mechanism and so an.Therefore,improving lo- cal governments＇ environmental management ability must pave the way for ecological,sustainable and human-oriented new-type urbanization.
