摘要
政府作为当代市场经济制度结构中重要的参与者,它与市场主体的关系既是博弈对手也是伙伴相依,市场运行必然受到政府行为的影响。因此,有效实现中国足球职业联赛管办分离改革目标的关键并非简单的政企、政社分开,也不仅仅只是考虑联赛"物"资源的产权归属,而是应当对政府行为给予规制以协调政府与市场的关系。基于产权由物权关系向行为权利关系演变的视角,将中国足球职业联赛的政府与市场间界限、政府行为的规制等命题置于产权制度分析框架内研究:首先,探讨中国足球职业联赛"政府产权"的理论逻辑;其次,从政府与市场资源配置机制的成本收益比较中析出中国足球职业联赛"政府产权"的合理边界并构建边界约束机制;最后,以中国足球超级联赛为对象对中国足球职业联赛"政府产权"边界的约束机制给予具体化解释,期望为中国足球改革实施提供有意义的理论指引。
As the important participant in the structure of the market economic system, the rela- tionship of government with market players is both opponents and partners dependent, market operation must be influenced by government behavior. Therefore, the effective realization of the reform objectives of the China professional football league is not to separate the government＇s administration and market＇s operation blindly but suppose to be regulating government＇s admin- istrative behavior reasonably. This paper, based on property by property relations to behavior right relationship evolution perspective, makes analysis within the framework of the research to explore the Chinese professional football league matches government property theory of the logic of the Chinese professional football league matches between the government and the mar- ket boundaries, the action of government regulation propositions on property right system. See- ondly, the reasonable boundary of government property right and the construction of boundary restriction mechanism are released from the comparison of the cost and benefit of the allocation mechanism of the government and market resources. Finally, taking Chinese Football Super League as the object boundary of Chinese professional football league matches ＂ government property＂ constraint mechanism give specific explanation. The mian purpose is to provide a meaningful theoretical guidance for the implementation of the reform of Chinese football.
