摘要
随着国家电网公司"三集五大"体制改革和"一型五化"大营销体系的建设,各省公司计量资产的集中集约管理已成为计量中心的核心业务,全寿命周期管理是实现这一目标的最佳途径。由于计量资产具有数量庞大、单价低、使用面广、易更换的特点,并且直接涉及国计民生、和谐稳定等社会因素,因此质量管理是计量资产全寿命周期管理的核心。文章围绕这一核心开展了计量资产周期管理的分析评价模型研究,并设计了系统架构,阐述了系统功能和应用情况。
With the system reform of group management in the planning,construction,operation,maintenance,marketing of five aspects and centralized management in human,financial,material of three aspects,and the marketing system construction of customer-oriented,flattening organization,intensive business,professional management,realtime control and coordinated service which proposed by the state grid corporation of china,the intensive management of measuring asserts has become the core business of measurement center in each provincial company,and the life cycle management is the best way to achieve this goal. Measuring asserts have characteristics of large number,low unit price,wide use range and easy replacement,and it directly relates to social factors such as people＇s livelihood,harmony and stability,so quality management is the core of measuring asserts life cycle management. Around this core,study on analysis evaluation model of measuring asserts life cycle management is carried out,and the system architecture is designed,finally,the system function and application is stated in the paper.
