摘要
1895年,我国近代第一所大学北洋大学堂建立,直到1911年共创建了全国性的大学堂三所,高等学堂21所,但无一例外,这些高校的建立都遵循了"先建章程,再兴学校"的办学模式。之所以选择这种模式,在于"兴学强国"的时代背景,大学创办者试图通过章程确立与之相关各方的关系以及中国传统学校建立规程的历史传统等方面。
In 1895, our country’s first university Peiyang University was established, until 1911 when the Qing Dynasty fell, our country total had three University and twenty-one junior colleges , all abiding by the school running mode of“Setting up Regulations First and Establishing School Second” against the specific time background of“flourishing schools and strengthening the country”, just because of universi-ty founders’trying to establish the internal and external relationships through the regulation, and of the historical tradition of establishing regulations for running universities in the history in China.
