摘要
美国的绩效拨款模型已经从当初的1.0版本发展到如今的2.0版本。本文介绍了绩效拨款政策的变迁过程,分析了1.0版本的缺陷、2.0版本的特点及在美国的应用情况。指出国际竞争的加剧、对高素质劳动力的需求、财政紧缩,对受托责任的监督等是催生2.0版本快速普及的外在因素。除此之外,相比1.0版本,2.0版本的成功关键在于政策设计上更加科学和务实。
The performance-based funding (PBF) model in the U. S has upgraded from PBF1.0 to PBF2.0. This paper introduces the process of upgrading, and analyzes the defects of version 1.0 and characteristics and application of version 2.0. It notes that intensification of international competition, demand for highly skilled workforce, fiscal austerity, and supervision of fiduciary duty are external fac- tors contributing to the rapid popularity of PBF2. 0. In addition, more scientific and practical design is key to the success of version 2. 0.
