摘要
研究目的:以工业地价与居住地价的比较关系为核心,梳理总结已有研究成果,为落实"十八大"关于建立"比价机制"的要求提供研究参考。研究方法:文献资料法,对比分析法。研究结果:汇总并比较了国内外在工业用地市场、供应、价格等领域的研究重点和代表性观点,总结了在"比价"领域的测算方法与实证思路。研究结论:建立"比价机制"关键在于建立科学合理的市场配置资源和价格形成机制,盲目确定"比价挂钩关系"或将陷入政府干预市场的困境。
The purpose of this study is to summarize the main viewpoints on industrial land market and the relationship between industrial and residential land price so as to provide a reference for establishing the "Price comparison mechanism", which is required in the 18 th CPC National Congress Report. Methods of literature review and comparative analysis are employed. The results include the collection of research focus and representative points in the related fields and the summarization on the calculating methods and the empirical research on the "Price comparison mechanism". The paper concludes that establishing the "Price comparison mechanism" depends on the land resource allocation mechanism and pricing mechanism. Otherwise, linking the industrial and residential land value regardless of legal basis will direct to a dilemma of "government intervention with the market".
