摘要
大众高等教育与精英高等教育是两个不同的概念,这不仅体现在量的程度的不同,更重要的是两者在价值追求、理论基础以及哲学理念上存在着根本区别。在我国高等教育大众化的"超常规、跨越式"发展模式影响下,大众高等教育与精英高等教育在数量与质量、公平与效率以及政治论与认识论的对立性被极大地激化。然而,大众高等教育与精英高等教育并不是一个非此即彼的关系,它们具有统一性,表现为实践层面的互补性、价值层面的包容性以及目标层面的一致性。只有树立高等教育大众化教育观念、保障高等教育资源投入、实现高等教育系统功能的合理分化、完善高等教育大众化质量保障体系,才能实现两者的共生共荣。
Mass higher education and elite higher education are different concepts.Their differences not only reflect on the degree of quantity,but more important on their pursuit of values,theoretical basis and the philosophy.Under the ＂hyper-normal hypernomal and leap-forward＂development model of popularization of higher education in China,the contradictions between mass higher education and elite higher education differ in quantity versus quality,in equity versus efficiency,and in epistemological versus political philosophies of higher education.However,mass higher education and elite higher education are not an all-or-nothing relationship.They are unified,which can be found in the complementarity in practice,the inclusiveness of its values and the uniformity of goals.Therefore,only if we establish the philosophy of popularization of higher education,ensure the investment of higher education,realize the diversification of the system and improve quality assurance system for mass higher education,will the relationship between mass and elite higher education realize coexistence and common prosperity.
