摘要
始于2007年的博士招生"申请—考核"制理应彰显发挥导师自主选拔学生的积极作用、优化招考制度、营造良好的学术生态环境等价值诉求。但博士招生"申请—考核"制在实施过程中存在申请资格要求有失教育公平、考核内容不够完整、考核程序趋于功利化等问题。要使博士招生"申请—考核"政策有效实施,必须完善博士招生"申请—考核"制的准入条件,合理约束导师的自主招生权,搭建博士招考的申诉与监督平台。
The application-examination system for doctoral enrollment started supervisors' right to select students, improve recruitment with fair procedures, in 2007 was designed to ensure doctoral and create a good educational environment. However, in the process of its implementation, there have been problems such as a lack of equal opportunities for student application, incomplete assessment and a utilitarian trend in examinations. To ensure the effective implementation of this policy, improvements must be made in eligibility review, reasonable restriction of supervisors' rights, and establishment of a platform for recruitment-related complaints and supervision.
