摘要
研究目的:新建铁路的网络效益是指新建铁路对路网中其他线路运量和效益的增加效果,是新建线路经济效益评价以及网络影响评估的重要指标。为准确界定新建铁路本线和跨线客流引起的路网中其他线路运量增加及路网中原始客货流径路调整后产生的额外效益,本文基于外部性理论,分析新建铁路网络效益的构成及计算方法。研究结论:(1)依据网络配流和车流径路优化,构建了新建铁路网络效益计算的多目标优化模型;(2)考虑0D流的等级要求,按照OD点重要度划分运输需求层次,并给出动态径路搜索调整下的模型求解步骤,以实例验证了模型和算法的有效性;(3)所建模型及算法可用于路网视角下铁路新建项目的网络影响计算及铁路建设项目的经济效益评价。
Research purposes: As an important indicator of new railway network influence assessment and economic evaluation, new railway network effectiveness refers to the effect of other lines' flows increasing and benefits adding on the net. In order to calculate this effectiveness which are caused by the demands of the same - line and cross - line brought from the new railway after the original car flows routing, this paper puts forward the composition and the calculating method of the new railway's network effectiveness based on the externality theory. Research conclusions:( 1 ) According to the assignment of network and optimization of railway car flow routing, this paper builds a multi -objective optimization model to calculate the new railway's network benefits. (2) By dividing the network OD trips structure with importance of OD nodes, it gives out the model's algorithms and calculating steps. And an example is given to verify the efiqciency of the model and the algorithms. (3)This method can be used in new railway network effeetiveness's calculation and railway construction project economic benefits evaluating.
