摘要
政府购买已经成为学界和政府倡导的公共服务供给方式。养老服务是国内较早践行政府购买的领域之一。以中国知网为文献来源可知,对该领域的研究,大多以"社会化养老"为主要的表达概念,相形之下,直接使用"政府购买"的文献总量尚比较少,但是也呈增加态势,这表明该领域正在引起研究者的注意。对于政府购买养老服务的既有研究主要表现出两种取向:一是透过政府购买养老服务关心国家治理结构、社会管理理念和手段等方面的革新,这种研究取向的重心在于"理论关怀";二是把政府购买视为响应人口老龄化和养老压力的技术手段,通过梳理各地的实践经验来描述这项技术手段的"技术参数"。围绕"向谁购买服务"的问题,鲜有文献注意到与事业单位改革的结合。针对这个题目,未来可能有两种研究方向或者实践方向:一是政府向转型为公益类的相关事业单位购买养老服务,二是相关公益类事业单位向其他社会组织购买养老服务。
Supplying the public services through government purchases or the PPP model has been taken as a main way by both the academic researches and the public policies. Elderly care is one of the first movers in China to practice the PPP model. Literatures from CNKI show that more and more attention is being paid to the research field of 'to supply the elderly care through government purchases', although the direct use of such a concept is still less than that of 'to support the aged through the social groups'. The researches on purchasing the elderly care are mainly manifested in two orientations: one cares more for theories such as optimizing the governance structure, the other focuses on the 'technology parameters' of government-purchase which is taken as a method to response for the pressure of population aging. Besides, there is little discussion on the relations between the institution reforms and purchasing the elderly care, which indicates two possible research directions in future: one is how the government purchases the elderly care from those public-welfare-institutions, the other is how such institutions purchase the elderly care from the social groups.
