摘要
近年来国内不少医院将病床周转率纳入医院绩效考核制度,降低占床率,提高病床流动率,此指标在一定程度上加大了医院资源利用率,一定程度上缓解了患者住院难问题。但在实践中亦不难发现其局限性,尤其对预后不佳的重症患者,医院要求家属重复办理手续,甚至拒绝治疗,均损害了患者权利,加剧医患矛盾,更与该指标的本意相违背。医院应考虑对该考核制度实行进一步完善,使医疗资源得到更有效、更公平的使用。
In recent years, a great number of hospitals in China have incorporated the bed turnover rate into the efficiency check-up system.This statistical index, by reducing the beds occupancy rate, in a sense, increases the utilization rate of hospital resources and eases the hospitalization difficulty.However, its limitations emerge in the real practice, especially when it comes to the seriously-ill patients with unfavorable prognosis.Hospitals＇ requests to patients＇ families for going through the admission procedure repeatedly and refusals of treatment are a deprivation of patients＇ rights, a contributor of the conflicts between doctors and patients, and a violation of the original purpose of this statistical index.Therefore, hospitals should consider the further improvement of this check-up system to promote the efficiency and fairness in the use of medical resources.
