摘要
目的通过开展国际旅行卫生保健中心(简称"保健中心")卫生检疫技术支撑体系构建研究,建立与口岸卫生检疫技术保障要求相适应的保健中心核心能力评价体系,探讨提升保健中心作为卫生检疫技术保障部门整体实力的具体措施。方法通过问卷调查结合实地调研的方法,建立评价模型,对比保健中心核心能力及技术支撑能力建设的优势与不足。结果对35个直属局保健中心和103个分中心进行调查,结果显示,各保健中心人员配置与实际业务量需求不均衡,对口岸一线部门支撑力度不足,整体技术支撑能力有待进一步提高。结论依据所辖口岸具体工作情况的不同,探索建立口岸融合、直辖市、省级、协同等4种管理模式,履行传染病监测和卫生检疫技术支撑两大职能,为卫生检疫口岸核心能力建设提供切实有效的技术保障。
Objective To study the construction of health and quarantine technology support system in International Travel Healthcare Centers(ITHC),to establish the evaluation system of ITHC core capacity that is appropriate for the requirements of health and quarantine technology support at entry-exit ports, and to discuss the detailed measures for enhancing the entire strength of ITHC as a support department of health and quarantine. Methods The evaluation model was established by questionnaire survey combined with field research method, and showed the advantages and disadvantages by comparison of core competence and technology support ability constructions in ITHC. Results The results collected from 35 ITHC of CIQs directly under AQSIQ and 103 branched ITHC show an unbalance with the actual service requirements and inefficient support to the frontline department at ports.Further improvement is necessary in the construction of the entire support ability. Conclusion According to the various situations at different ports, four management modes(port integration mode, municipality mode, province mode, and cooperative mode) were established to carry out the two main functions of monitoring infectious diseases and technically supporting health and quarantine institutions. This provides effective technology supports for core competence constructions of health and quarantine at entry-exit ports.
