摘要
由于受到自然、社会和经济因素的影响,我国大部分农村地区农用地的闲置已成为普遍现象。而土地流转作为实现农村土地资源优化配置的有效途径,在我国还处于起步阶段。通过建立健全土地流转平台和规范流转合同的签署、保障流转合同中农民的权益、加强政府巡查和考核,将是盘活当前闲置农用地的正确选择。
Because of the natural, social and economic factors, the idle agricultural land has become a common phenomenon in most of the rural areas in our country. The land circulation is an effective way to achieve the optimal allocation of rural land resources, but it is still in its infancy. It will be the correct selection of revitalization idle agricultural land to establish the land circulation platform and standardizing the signing of the contract, safeguard the rights of farmers in the contract, strengthen the government＇s inspection and evaluation.
