摘要
科技资源是国家科技发展与技术创新的重要支撑和基础保障。以科学数据为研究切入点,通过引入科学数据资源形成、准入、服务和退出的全生命周期理论,从科技资源管理实践的角度,提出了科学数据资源利用效率评价指标选择的基本原则和内容框架。期待通过制定完善的科学数据资源利用效率评价体系和相应的实施方案,提升科技资源利用的科学性、规范性和高效性,推进科技资源集成与利用水平,提升科技创新的能力。
Science data resource is an important support and basic security condition of the national science and technology innovation. In this paper, using agricultural scientific data as research object, Full life- cycle theory of scientific data resource / was released, which included several stages of forming, access, services and quitting. Base on this theory, We present the ba sic principles of evaluation index selection and content framework of scientific data utilization efficiency evaluation in the aspect of management for science and technology resources. Through the perfect evaluation system and effective implementation programs, we are looking forward to improving scientific data utilization's normalization, impartiality and ettlciency, enhancing the level of data integration and using and promoting the sustainable development of innovation ability.
