摘要
论文对模糊数学综合评价法在水资源价值评估中的适用性进行了分析,阐述了水资源价值的相关理论,结合滹沱河流域自身特点选取了水资源价值的影响因素并构造了模糊综合评价模型,得出滹沱河流域水资源的价值并将其转化为居民用水价格。论文充分考虑了水资源的生态服务功能,并将该评价因子放入到模糊综合评价模型中,从而更准确地反映了水资源的内在价值。研究结论表明水费承受指数偏低,居民的用水价格严重背离了真实价值,相关部门应当调整当前的用水价格,从而促进水资源的可持续利用。
The paper analyzes the applicability of the fuzzy mathematics; elaborates on related theories about the value of water resources; selects factors of affecting the value of water resources and constructing the fuzzy comprehensive evaluation model according to itself characteristics of the Hutuo River Basin; concludes the value of the Hutuo river basin water resources and the value is transformed into residential water price; The paper give full consideration to the ecological service function of water resources,and putting the evaluation factor into the fuzzy comprehensive evaluation model,so as to more accurately reflect the intrinsic value of water resources. The conclusion indicates that water price bearing index is far lower,the current residential water prices seriously deviate from its true value. The current water price exists large unreasonablility. Therefore,the relevant departments should adjust the current water price,so as to promote the sustainable use of water resources.
