摘要
教育领域综合改革是我国当下教育改革的重要领域,其能否成功实现有待于三大运行机制的完善,即系统整合、利益均衡、部门协同。系统整合机制包括结构整合与功能整合两方面,通过教育系统内部、教育系统外部、教育系统内外的整合来保障改革的顺利进行;利益均衡机制要兼顾系统内、系统外、系统内外三个方面的利益均衡,并且要通过建立信息获得机制、愿望表达机制、施加压力机制、诉求凝聚机制、利益协商机制、矛盾解决机制来达成;部门协同机制则关注横向部门协同与纵向部门协同。
Comprehensive education reform is important areas of current education reform. The success of implementa-tion depends on three major mechanism, namely, system integration, interests balance, and department coordination. Sys-tem integration mechanism includes two aspects of structural integration and functional integration,and depends on internal and external education system. Benefit equilibrium mechanism should take inside system,outside system and inside-outside system , and it depends on six aspects：the in formation acquisition mechanism, the desire expressing mechanism, exert pressure mechanism, the appeal condensation mechanism, interest coordination mechanism and conflict resolution mecha-nisms. Department synergy mechanism is concerned transverse synergy and vertical synergy.
