摘要
为适应北京市城市建设发展的阶段现状,满足环境审批及环境监察等环境噪声管理工作的需求,改善人居声环境质量,北京市开展声环境功能区划调整。主要就调整前北京市声环境功能区划在管理执行中存在的问题;4类区边界、划分距离、乡村地区管理等若干调整的关键技术点进行介绍。此次调整在符合现行国家标准、规范及北京市要求的同时兼顾北京市所辖各区县发展现状及特点,为今后环境噪声污染防治及管理提供良好的依据。
To promote Beijing urban development, meet the requirement of environment monitoring, management and protection, and improve acoustic environment quality in residential areas, the noise function zone adjustment was carried out. Aiming at the existing problems before this adjustment was done, some key techniques, such as determination of boundaries of the noise function zones, distances of the zones, traffic noise conditions and management of rural areas, were discussed. The adjustment was in accordance with national standards and local specifications, and considered both urban development planning and current situations and characteristics of different areas of Beijing. This work provides a basis for management and control of urban environment noises.
