摘要
土地集约利用是资源紧约束背景下城乡发展的必然选择。运用文献研究和规范分析方法,总结日本土地集约利用的经验,揭示其主要形成机制。研究结果显示:日本土地集约利用的主要形成机制包括七个方面:综合配套的多层次法律法规体系及其监管机制;长短结合的国土综合规划和专项开发计划,刚柔相济的用途管制和空间管制体系及其动态调整机制;"社会公共利益优先"理念及其供地优先保障机制;协调一致的主体责任意识及其互动运作机制;领先的循环型城市和集约型城市建设及其实践推广机制;紧凑的都市圈发展模式及其分工协作机制;多功能性强和附加值高的都市农业开发机制。适当借鉴日本经验,进一步完善作用机制,有助于提升我国城乡土地集约利用水平。
Against a background of resource constraints, the intensive utilization of land is an inevitable consequence of urban and rural development. This paper summarizes Japan’s experience of intensive land utilization, by revealing the main processes of growth via a literature review and a normative analysis. Our results show that Japan's main mechanisms of intensive land utilization include: a comprehensive multi-level legal system and its supervisory mechanisms; the combination of short- and long-term comprehensive and specialized planning and development, along with a combination of rigid and lfexible approaches to maintaining dynamic adjustment mechanisms; a “public interest ifrst” concept, and its application to the safeguarding of lands and communities; a coordinated responsibility consciousness and its interactive mechanisms; development and promotion of a “circular city” through intensive urban development; a compact development model for metropolitan areas and the division of labor and coordinating mechanisms; a versatility and high value-added approach to urban agricultural development. The purpose of the study was to further perfect mechanisms of development and to improve the efifciency of intensive land utilization of both urban and rural lands in China, by reference to the experience of urban and rural development in Japan.
