摘要
研究生教育民族招生政策是我国高等教育领域中的特殊政策,为西部和民族地区的考生获取研究生教育机会提供了更多的可能。制约该政策有效运行的瓶颈是相关机制存在不足,现阶段应加强政策运行机制的完善与创新。一方面要健全政策的执行机制,即加强政策执行主体的协同合作与信息沟通,强化政策执行主体的政策管理意识,更新民族政策研究生的培养与教育理念,改进民族政策研究生的就业举措;另一方面要完善政策的配套机制,包括监督与服务机制、激励机制、人才流动机制和问责约束机制。
Admission policy for ethnic postgraduates is a special policy in higher education of China, which has provided more possibilities for students in Western ethnic regions to have access to graduate education. The bottleneck hindering the effective operation of the policy lies i'n defects of related mechanisms. Therefore, the current policy operating mechanism should be optimized. On the one hand, policy implementation mechanism should be improved to strengthen cooperation and information communication of policy implementators, enhance their awareness of policy management, update concept of cultivation and education of graduates supported by ethnic policy, and improve measures for students' employment; and on the other hand, supporting mechanisms including supervision-service mechanism, incentive mechanism, talent mobility mechanism and accountability constraint mechanism should also be optimized.
