摘要
采用DEA模型,以2007年到2012年我国28个省和直辖市的面板数据为研究样本,对我国战略性新兴产业技术创新的综合效率、纯技术效率、规模效率进行了测度.研究表明,我国战略性新兴产业的纯技术效率整体处在较低水平,呈现先上升后下降的过程,波动较大;但规模效率相对较好,一直维持在比较高的水平,且近两年基本维持稳定.研究还发现,我国战略性新兴产业的技术创新效率存在明显的地区不均衡,北京和广东的技术创新效率最高,甘肃、陕西、内蒙古等西南、西北地区的技术创新效率最低,东南沿海和中部地区的技术创新效率位于中间水平,且存在很大上升动力和上升空间.
In this paper, palities directly under the with research sample based on panel data covering 28 provinces and munici- Central Government of China from 2007 to 2012, DEA model is adopted to measure comprehensive efficiency, pure technical efficiency and scale efficiency concerning technological innovations in strategic emerging industries in China. Research shows that pure technical efficiency in China's strategic emerging industries is generally at relatively low level and presents the process of descending after ascending with relatively large fluctuation; however, scale efficiency is better, has been kept at a relatively high level and was basically steady in recent two years. Research also indicates that there is obvious regional imbalance in technical innovation efficiency in China's strategic emerging industries since technical innovation efficiency in Beijing and Guangdong reaches the highest level, while that in southwest, northwest China including Gansu, Shaanxi and Inner Mongolia etc is the lowest one, that in southeastern coastal areas and central China is at the middle level and is accompanied with much motive power and space for improvement.
