摘要
随着以部门预算改革为核心的预算管理改革的深化,我国初步建立了与社会主义市场经济体制相适应的公共财政制度体系,作为对公共财政制度基础的预算管理制度也不断完善。对于优化资源配置、促进社会公平、维护市场统一、实现国家长治久安具有重要意义。但微观到广大预算单位,在预算编制、执行方面的问题仍普遍存在,有待完善。
In accordance with deepening reforms of budget management in which focus on the budget reforming in different departments, Chinese government established premiere public economic systems to fit to the socialist market economy, and developing the budget management as the basic in public economic systems. Deepening reforms has great of significance in optimizing allocation of resources, promoting fairness, maintaining a complete economic market and peaceful and stable domestic condi- tions for long term. In the meanwhile, we need to improving deficiencies on enlarging quantity of involved institutions, budget formations and execution.
