摘要
航班时刻作为国家的稀缺资源,涉及国家、机场和航空公司三方的利益。以实际工程应用出发,首先,阐述航班时刻配置的基本流程,剔除原航班时刻虚占的时刻,并将这些可用的时隙进行公布,供航空公司申请;然后着重描述航班时刻管理部门分配航班时刻决策流程,决策方法是通过航空公司历史运营数据和机场一线人员以及航班时刻管理部门评分,利用层次分析法将影响航班时刻多因素进行优先级排序;最后,通过某机场算例验证了通过该方法得到的多因素优先级顺序与《民航航班时刻管理办法》规定相符。因此,总结得出在实际航班时刻配置过程中,该方法为航班时刻管理部门提供了一种切实可行的配置方法。
Slots as to be a country's scarce resources, involving interests among the nation, airports and airlines. Based on the practical application, firstly, it elaborates basic process of flight schedules allocation, excludes virtual time in original flight schedules, and releases available time slots for airlines to apply; Secondly, it emphasizes process of slots allocation decision-making by slot management. Decision-making method is based on airlines historical operation data, airport personnel and members of slot management evaluation. Using AHP figures out the prioritization of factors that affect the usage of slot of decision; finally, it verified the prioritization through an aerodrome and that conforms to regulations of"Slot regulation for China Civil Aviation, 2010". Therefore, the conclusion is the configuration process effectively provides a drivable configuration method in practical application for slot management.
