摘要
城市总体规划的实施将对城市环境质量产生深远影响,应对其进行深入、系统的环境影响评价。文章探讨了城市总规环评中大气环境要素的评价,包括城市污染气象资料的收集与分析、大气环境质量现状调查与评价、大气环境容量评价与影响预测模型等,并针对城市规模大小特点建议选取相应评价方法,旨在完善现有环评技术导则,促进城市总体规划环境影响评价技术方法的规范和统一。
The implementation of general urban planning would have profound and lasting influence on urban environmental quality. Therefore, a thorough, systemic environmental impact assessment should be carried out to general urban planning. In or- der to perfect the existing EIA guidelines and standardize the technical method for general urban planning EIA, the atmospheric environment assessment in urban EIA is discussed in this paper, including the collection and analysis of urban pollution meteorol- ogy data, the evaluation of atmospheric environment quality, the evaluation of atmospheric environment capacity and prediction models, and proper evaluation methods are advised to various cities with different sizes.
