摘要
加快构建产业技术创新体系是上海大力推进城市创新转型的迫切要求,是上海抢占新兴产业制高点和提升产业竞争力的必然选择,是上海全面推进先进制造业能级提升的必由路径,是上海企业持续提升核心竞争优势的有力支撑,更是上海肩负率先实施创新型国家战略的现实使命。上海应按照战略导向优先、明确企业主体、坚持市场主导、细化分类指导等原则,加快构建3个层次的产业技术创新体系:一是加快构建以企业为主体的产业技术创新平台体系;二是构建以产学研合作为重点的协同创新支撑体系;三是构建以市场为基础的产业技术创新环境及配套服务体系。
Accelerating the construction of industrial technology innovation system is a vigorously urge for Shanghai to promote innovation transformation in Shanghai,an inevitable choice to seize the high ground of new industries and enhance industrial competitiveness,the only path for Shanghai to comprehensively promote the advanced manufacturing level,a strong support for Shanghai enterprises continuity to enhance the core competitive advantage,also a real mission for Shanghai to first shoulder the implementation of innovative national strategy.Shanghai should be in accordance with the strategic orientation of priority,a clear corporate body,adhere to market-oriented,detailed guidance principles,accelerate the construction of three levels of industrial technology innovation system:the first is to accelerate the establishment of enterprises as the mainstay of the industrial technology innovation platform system;the second is to construct cooperative focus on collaborative innovation support system;the third is to build a market-based industrial technology innovation environment and supporting service system.
