摘要
武器装备作战试验应能够在近似实战环境中对装备作战效能和适用性进行有效评估。美军武器装备作战试验与鉴定贯穿于装备采办周期全过程,形成了较完整和规范的作战试验与鉴定管理体系。文章论述了武器装备作战试验与鉴定的内涵、要素及显著特点,系统梳理了美军各军兵种从事作战试验与鉴定的相关管理机构及重要试验基地。为适应未来高科技战争和军队战斗力生成模式转变的需要,应及早建立完善的作战试验与鉴定管理体系。
Weapon and equipment operational test can effectively evaluate the effectiveness and suitability of equipment in realistic environment. The US Weapon Equipment Operational Test and Evaluation is conducted throughout the whole acquisition process, and has formed a complete and standardized operational test and evaluation management system, which has an important reference value for equipment acquisition decisions. This article discusses the connotation, essential ele- ments and notable features of operational test and evaluation of weapons and equipment, and introduces the US agencies and important test bases concerning operational test and evaluation. In order to meet the needs of future high-tech warfare and change of military mode of generating combat power, we should try to establish a sound management system of opera- tional test and evaluation.
