对“降低中国化石燃料燃烧和水泥生产过程碳排放估算”一文主要结论的初步分析 被引量:19

摘要 2015年8月20日,由中国科学院上海高等研究院联合哈佛大学、英国东英吉利大学等24所国内外科研机构组成的团队在《自然》杂志第524卷第7565期研究快讯上发表了题为"Reduced Carbon Emission:Estimates from Fossil Fuel Combttstion and Cernent Production in China(降低中国化石燃料燃烧和水泥生产过程碳排放估算)"的文章(以下简称《自然》一文),提出了中国煤炭实测排放因子比IPCC缺省值低40%、中国2005年国家温室气体清单中碳排放数据高估了12%等结论,引起了国内外高度关注。本文分析了《自然》一文在排放源覆盖范围的完整性、方法学的科学性、数据的准确性、样本选取的代表性等方面存在的问题,指出其估算结果与国家清单数据不具有可比性,《自然》一文中的其他结论也值得商榷。 On Aug 20^th 2015, the Nature Journal published 'Reduced Carbon Emission Estimates from Fossil Fuel Combustion and Cement Production in China', a letter contributed jointly by a team consisting of 24 scientific research institutions including Shanghai Advanced Research Institute of Chinese Academy of Sciences, Harvard University, University of East Anglia etc. That letter (hereinafter referred to as the Nature letter) came up with several conclusions such as the emission factors applicable to Chinese coal are on average about 40% lower than the default values recommended by IPCC, their revised estimates of Chinese CO2 emissions from fossil fuel combustion and cement production are 12% less than the latest inventory China reported to the United Nations Framework Convention on Climate Change, which draw much attention and cause confusion as well among domestic and oversea academic community on climate change. After scrutinizing the integrity of emission sources included, the scientificalness of the methodology, the consistency of reference data, the representative of selected samples, we conclude that there is no comparability between the estimates of Chinese CO2 emissions from fossil fuel combustion and cement production in China by the Nature letter and the China' inventory reported to UNFCCC; other conclusions in the Nature letter are debatable as well.
