“新数字鸿沟”下城乡教育实质公平问题探究 被引量:9

摘要 信息技术是促进教育公平的有效路径,但目前我国通过信息化促进教育公平更多地是着眼于"物理接入"层面,而对"动机接入"、"技能接入"和"使用接入"较少关注。警惕和克服正在出现的"新数字鸿沟"现象,最大限度地缩小城乡教育差距,推进城乡教育的实质公平,需要采取有效措施:构建"四位一体"教师培训模式,提高教师信息应用水平;加强学校信息化建设,提高学校信息技术整体水平;建设农村宽带服务新模式,降低宽带接入成本;引导学生健康上网,满足学生上网需求。 Information technology is the effective way of promoting educational fairness, but in current China we gen- erally promote educational fairness through informatization more at the physical level than at the levels of motivation, skill and application. To be alert to and overcome the phenomenon of "new digital divide" and to narrow the educational gap be- tween the urban and rural areas as much as possible in order to promote the substantial fairness of education between urban and rural areas, it is necessary to adopt effective measures: constructing the"four-in-one"teacher training pattern to improve teachers' ability of applying information; strengthening the construction of school informatization to raise the school's overall level of information technology; building the new model of broadband service in the countryside to lower the cost of broadband access; and guiding students to surf the Interuet healthily to meet students' need of getting access to the Interuet.
